What Is UKIMS?
UKIMS is a trusted trader scheme that allows businesses to declare goods as ‘not at risk’ when moving them into Northern Ireland. This designation means the goods are intended solely for sale or final use by end consumers within the UK and are not at risk of entering the EU Single Market.
By obtaining UKIMS authorisation, businesses can benefit from simplified customs processes and reduced or zero tariffs on eligible goods. This includes using the Internal Market Movement Information (IMMI), a simplified dataset based on commercial information, instead of a full customs declaration.
A UK Internal Market Scheme (UKIMS) authorisation is essential for UK-based businesses that import goods into Northern Ireland and wish to declare those goods as 'not at risk' of entering the EU. This status allows goods to be moved without incurring EU customs duties, provided they meet specific criteria.

Eligibility Criteria
To apply for UKIMS authorisation, businesses must:
- Be established in the UK.
- Meet compliance, records, systems, and controls requirements.
- Have an Economic Operators Registration and Identification (EORI) number, starting with GB or XI.
- Provide details of business operations, including directors, turnover, and intended use of imported goods.
Goods Classification: ‘Not at Risk’ vs. ‘At Risk’
- ‘Not at Risk’ Goods: Intended solely for sale or use within the UK, exempt from EU duties, and eligible for simplified procedures.
- ‘At Risk’ Goods: Goods that could potentially enter the EU Single Market, subject to EU duties, full customs declarations, and regulatory checks.
How to Apply
Businesses can apply for UKIMS authorisation online via the GOV.UK portal. The application requires details such as EORI number, business information, and evidence of compliance measures.
